I suggest using black mascara, eyeliner, and dark eyeshadow basically. Maybe you can go to MAC and they can help you out for free. Well a gray will bring out your hair but like a purple will bring out your eyes. You colud try a light pink lip gloss with purple eyeshadow and some gray eyeliner.
well to bring out the blonde hair would be total black out smokey eye effect, this shows contrast between ur hair and eyes..
To bring out the eyes use tons of macara or falsies with a shimmery type eye shadow
