Step1) Get a good night's rest. This will vary, but 7-8 hours should be sufficient for most people. Some suggest sleeping with your head somewhat elevated, to assist with drainage. If you have allergies, this may also be contributing to your puffiness and bags.
Step2) Drink plenty of water and eat well (balanced diet). Keeping your skin hydrated may assist in reducing the appearance of bags. Try to avoid or minimize dehydrating items, like caffeine and alcohol.
Step3) Exercise. Cardiovascular activity may bring a flush to your face, which may draw people's attention away from your under eye area. Between getting enough sleep, staying hydrated, eating well, and regularly exercising, your skin should improve its appearance.
Step4) Place chilled items over closed eyes for a few minutes. You can use old tea bags (be careful that they don't stain the eye area), cucumber slices, or a chilled mask. This is a temporary solution, as it is the coldness, not the healing power of tea or cucumber, that is reducing puffiness and sagging skin (which contributes to the baggy look).
Step5) After cleaning skin and moisturizing before going to bed, dab a little hemorrhoidal cream or cooling gel under your eyes/on the bags. Be careful not to get the gel into your eyes. A friend suggested this to me--she also recommended storing the gel in the refrigerator during the day. I have not seen a visible difference, but I continue to use it (have been using for five months).
Step6) When applying make-up, dab a bit of an illuminator, along with concealer. I liked Body Shop's Illuminating Eye Treatment with kinetin, which contains ';light diminishing particles,'; but I don't know if they still make/carry it. The friend who suggested the hemorrhoidal gel also recommended Benefit's High Beam. Both work when you tilt your face at a certain angle--the particles do reflect light such that you cannot see the dark circles or bags. However, rarely will you be able to hold your head at such an angle when going about living your life. Creams with vitamin K are sometimes marketed to reduce dark circles. I used St. Ives Vitamin K Dark Circle Diminisher, which may have been discontinued, and did not see a difference.How do you get rid of the bags underneath your eyes without using makeup?
you should try a bit of concealer. wash your face with cold water in the morning and evening. also, cool teabags can reduces swelling, as do the cliche cucumber slices.
bags under your eyes are due to little fat pockets, so if its hereditary then you're stuck.
dark circles--no topical cream or anything will get rid of those. dark circles are typically caused by little veins/capillaries showing through. you have reallly thin skin under the eye.
you really just need sleep and more hydration. get more of those and you should see a difference. also you can get two metal spoons leave them in the freezer overnight, then in the morning you get it out and place them to your bags. don't remove it since it's really cold that's what it's suppose to feel like.then you can remove it after a minute and do it again or put it in the freezer for another time. wrinkle creme also helps! :)
Avon has a new line called anew you can put it on at night and during the day it is a cream not makeup so see if you can get an Avon lady to show you her books and how to apply its pretty good

Um.....I suggest you wear makeup, but a great way to get rid of bags is to drink more water and get more sleep.
Chamomile tea bags work for swelling. Also freezing spoons and putting them under your eyes.
