enhancing color:

for blue eyes, use golden brown shades/liners, since the orange or gold complements blue.

i would suggest using a gold tone all over your eyelids, then getting like a darker brown or copper tone and apply it in the crease of your lid. be sure to keep the darker color on the outer half of your eyelid and the lighter color in the middle and inner part. then line it with a dark brown liner. make sure to blend together well, curl lashes, and apply mascara

i also think grey shadows (using the same, light dark technique) complements blue eyes well

tip* never line your eyes with a color that is stronger in tone than your own eyes. it doesn't enhance your eyes. if you have blue eyes and you use blue shadow and liners, that will only weaken your eye's natural color by moving the ';blue'; attention up to your eyelid instead of your actual eye

making eyes bigger:

make sure to curl your eyelashes and use mascara on both upper and lower eyelashes. (use sparingly on the lower lashes though)

try applying a white or cream colored eyeliner to the inner corners of your eyes. or even line the lower lids with the cream liner

another trick is like with a darker liner. vary the thickness of the line. so when you start by your tear duct, make it a very thin thin line, but as you get to the outer corner of your eye, gradually make the line thicker and smudgier. make sure to use like a kohl-type liner that smudges well, not like a liquid or pencil liner

i hope that helped!
If you use two different shades of shadow use a lighter and a darker color. Use the lighter color on the bottom of the lids and the darker color on the top! :)
mascara helps a lot.
