I too have blue eyes and more of an auburn hair, I wear a lot of mauve's, plums, and browns, they are excellent at offsetting the blue and making the eyes look dramatic.
Brown usually brings out the blue in blue eyes.

since i dont know your skin type cant help w/ lips but may i suggest nudes/bronzes/and peachy pinks
Something that is slightly dark around your eyes so that it'll bring out your eyes. You might try some light blush since you have dark hair.
Browns and bronzes will make your eyes look even bluer, and blues work too sometimes.

browns and golds. usually people with blue eyes dont need to do a lot to make their eyes pop. just some gold tone eyeshadow, black liner on top lid, and some reddish tone lipgloss.
I'm a strawberry blonde with blue eyes, but I am *really* fond of Almay's I-Color line. It's a group of eye colors (including mascara) that are tinted specifically to enhance your eye color. They make it for blue, green and brown.





If your eyes are ';really'; blue, I say keep emphasizing that to just make them pop! (Not literally, of course....)

I use a neutral, slightly shimmery silver/grey color sometimes. Pale pinks/reds work well too. The best color to compliment your eyes would be a sandy brownish tan color. If you really want to make your eyes pop, use a turquoise shadow or eyeliner.
