Depends on your bone structure. If you eyebrows are sticking out and your eyes are sunken even a little, you want to use light or bright colored eyeshadow on you lid and a darker color in the crease of your eyes and towards the inner part, near your nose. Also try a little concealer in a lighter shade. Just rub it onto your top lid and lightly tap it under your bottom lid. If your brow bone and eye are opposite just switch the shadows. A darker color on your lid and a lighter color on your crease. Using a liner is all up to you, however consider the different ways to use it. Applying the liner completely across the bottom lid makes your eyes looks smaller, try going only halfway with the liner.
Hi there! My eyes are green/yellow, and I don't like wearing a lot of makeup either. Here's what I do:
Start by using a dark brown or black eyeliner on both the upper and lower lids. Go easy on it... a little goes far. You can use dark brown eye shadow applied with a brush instead of eyeliner on the bottom of your eye if you prefer. Then choose two colors of eye shadow that complement your eyes; I usually use a light beige or taupe color and a dark brown or green color. Brush the lighter color from your eyelid all the way up to your eyebrow. Use the darker color in the crease of your eye, and blend. Finally, make sure to use a dark mascara and curl/separate your lashes first to get that real pop.

There are a lot of things that come into play what is your eye shape as well as eye color, since I dont know your eye shape and you did give the color, you want to use shadows that are complimentary to your eye color. The complimentary color to green is red, so colors with a red hue is going to makeup your eye color pop. The opposite of blue is orange, so you want to use red orange colors. Amber Lights from MAC will look fantastic on you. This is a good chart to show you eye types are where to place the shadow

Use a bit of purple/brown eyeliner just for the bottom. Apply a little bit of purple eyeshadow. Under your brows, a light rose would look great. If you want, a little bit of mascara on just the top lashes would do the trick.
Just remember: anything purple will make blue/green eyes pop.

red-purple eyeshadow would go best with your eyecolour.
just use eyeliner on the bottom of your eyes..
